According to regulators, a pasteurization process must achieve a 5 log reduction in order to declare a product is free from all pathogens.  To demonstrate this we inoculate non-pathogenic surrogate organism into your product, which have a thermal resistance greater than the Salmonella spp. If the pasteurization system can get a 5 log reduction on the surrogate organisms, we can be sure that it has eliminated all the human food borne pathogens, even the temperature resistant one, Salmonella spp.
